REQUEST FOR QUALIFICATIONS

For Professional Services

White Salmon Valley School District is seeking proposals from interested parties capable of providing Construction Program Management and Project Construction Management Services, Value Engineering (VE), Constructability Review (CR) Furniture Fixtures and Equipment (FFE) and Building Commissioning (CX) for ongoing district-wide capital construction projects, planning and construction services which may include grant management and major/minor public works capital construction projects. Interested parties must be able to navigate the planning and execution of the Washington State grant programs and capital construction projects from concept to construction closeout with multiple funding sources. Qualification Submittal Requirements
All qualified individuals and firms, including minority and women-owned firms, are encouraged to apply. Professional firms and individuals interested in providing services as described above to the School District must submit an electronic document via email indicating previous program, and project management experience. Statement of Qualifications shall be submitted no later than 3:00 PM PST on Wednesday, September 11, 2024, to:

Documents received after the designated date and time will not be considered.
The district reserves the right to reject any qualifications not in compliance with all prescribed public procedures and requirements and to waive informalities in this qualification’s response process. Please limit your proposal to no more than 20 single sided (10 double-sided) 8.5x11 pages total.

Each submittal, at a minimum, must include:

  1. A letter of introduction to include the firm’s strategy to provide face-to-face project coordination and status to White Salmon Valley School District personnel and Board.

  2. A listing of relevant K-12 projects performed in the State of Washington.

  3. Provide a summary of the full scope of services being offered.

  4. An organizational chart and summary resumes of key personnel assigned to the project including the Program Manager(s) and Project Manager(s)

  5. Examples of three previous successful District clients and projects with current names and references for projects cited.  No limitation on years since completion.

  6. Experience in alternative public works procedures authorized under chapter 39.10 RCW

  7. Relevant experience working with Washington State OSPI grant programs.

  8. Strategy for tracking financial outcomes.
