FOR ARCHITECTURAL AND ENGINEERING SERVICES

Design and Consulting Services for Selected District Bond Program Projects

 

                                    DUE DATE:  JULY 23, 2019, 3:00 PM PDT

 

A non-mandatory site walk through will be conducted on July 11, 2019, at 1:00 PM PDT at the main entrance to the White Salmon Valley School District’s Columbia High School, located at 1455 NW Bruin Country Road, White Salmon, WA 98672.  Those interested are requested to contact Laura Petersen at (360) 952-3467 to RSVP. 

 

Project Summary

On April 23, 2019, the White Salmon Valley School District voters passed a $7M capital bond:   https://4.files.edl.io/c8d5/04/03/19/172810-a69765eb-e8d9-4d66-85fb-cf19f05d627a.pdf.

The District seeks professional services from architects and engineers to provide design, procurement, bidding, and construction administration services for successful delivery and use of the following three bond-funded projects on or before September 2020:

Community and Student Multi-Purpose Facility

  • New 9,100 SF pre-engineered building on the Columbia High School and Wayne M. Henkle Middle School campus (around 480 NW Loop Rd, White Salmon, WA 98672). M
  • Maximum Allowable Construction Cost (MACC) Target: $3.5M
  • Projected Scope of Work: Athletic event space, meeting space for large community meetings, restrooms and storage rooms. The proposed new stand-alone pre-engineered building structure will require development of design drawings and specifications as well as construction administration services for architectural, structural, electrical, mechanical, and civil engineering disciplines. 

School/Community Health and Wellness Center

  • Assist with the design, procurement, bidding, and construction administration of a new 1,200 square foot modular/portable building on the Columbia High School campus (around 1455 NW Bruin Country Road, White Salmon, WA 98672).
  • Construction/Procurement Cost Target (without WSST): $225,00
  • Projected Scope of Work: Health care clinical program including counseling services, private offices, reception area, storage/work room, and provision for future tenant improvements to create examination rooms and a stat laboratory.   The proposed new stand-alone building structure will require development of design bid documents for modular/portable building manufacturers (including bid pricing from existing vendors available to the District via existing public cooperative procurement agreements). Site development design documentation may include structural, civil, and electrical engineering services.    

Instructional Classroom Portable Buildings

  • Assist with the design, procurement, and construction administration of 1,800 square feet of new portable classrooms (two portable classrooms) on the Columbia High School campus (around 1455 NW Bruin Country Road, White Salmon, WA 98672).
  • Construction/Procurement Cost Target (without WSST): $160,000
  • Projected Scope of Work. The proposed new stand-alone portable classroom buildings will require development of design bid documents for portable building manufacturers (including bid pricing from existing vendors available to the District via existing public cooperative procurement agreements). Site development design documentation may include structural, civil, and electrical engineering services.   

Project Award

A consulting agreement will be awarded to the firm offering the best qualifications and local experience as judged by the White Salmon Valley School District Selection Committee.  The award may be made without discussion of qualifications.  Selection committee questions may be asked of submitting firms via e-mail or phone during the selection committee review process.  The District anticipates award of the work no later than  August 1, 2019. The District may extend A/E services as necessary to meet additional design services needs of the school district.  

Professional Architectural and Engineering Services Required

Comprehensive design services including architectural, structural, mechanical, electrical, civil engineering, and third-party cost planning services shall be provided by the A/E team for the design service level required by the District for the proposed projects identified in the Summary section of the RFQ.

 

Please note that all individuals and firms, including minority and women-owned firms, who are lawfully engaged in the practice of architecture and engineering under Chapter 18 of the RCW are encouraged to apply.

The selected architectural firm will act on behalf of the White Salmon Valley School District to design, assist with procurement, and provide construction administration support for the projects including:

  1. Analysis of federal, state and local code and legal requirements; consultation with White Salmon Valley School District representatives; development of preliminary architectural, structural electrical/voice/data, and mechanical design; preparing specifications; preparing project schedules; and preparing independent estimates of direct construction costs.
  2. Site development design including but not limited to parking, traffic, utility coordination and building placement.
  3. Developing performance specifications for pre-engineered or manufactured structures and modular/portable building procurement.
  4. Construction documents.
  5. Permitting and Coordination with local Jurisdictions.
  6. Construction Administration.
  7. Project closeout activities and documentation. 

Qualification Submittal Requirements

Professional firms and individuals interested in providing services as described above to the White Salmon Valley School District must:

  1. Submit an electronic document via e-mail indicating previous design and project management experience. Qualifications document shall be limited to twenty (20), single sided, 8 1/2 x 11 inch sheets of 12-font print excluding the cover page and table of contents.  Statement of Qualifications shall be submitted no later than 3:00 PM PDT on July 23, 2019, to:

  2. The District reserves the right to reject any qualifications not in compliance with all prescribed public procedures and requirements and to waive informalities in this qualifications response process.
  3. The District will review all applicants and select the most qualified firm with which to negotiate a mutually agreeable fee for the anticipated scope of work based on project requirements. At its discretion, the District may request either in person or phone interviews for firm(s) as part of the selection process.  The District may also elect to forgo a shortlist, and select the most qualified firm.
  4. Submission Requirements
  • A letter of introduction.  Letter (of no more than two single side pages) to include firm’s strategy to lead the design phase process, provide project coordination during all phases of the project, and recommendation on how to most efficiently provide ongoing status information to key White Salmon Valley School District personnel and the District’s Construction Manager.
  • An organizational chart and summary resumes of key personnel assigned to the project including the project manager and all proposed sub-contractors/consultants and their roles.
  • Experience with pre-manufactured and pre-engineered buildings.
  • Experience working with White Salmon and Klickitat County or nearby jurisdictions.
  • Availability and capacity to commence the work on August 1, 2019.
  • Provide a list of immediate “must haves” from the White Salmon Valley School District to enhance project delivery and timeline.

Submittal Evaluation Criteria

  • Team experience, commitment, and final project quality.
  • Strategy to provide project coordination and status reporting.
  • Strategy to complete the work and achieve project occupancy on or before September 1, 2020.
  • Experience of the proposed Project Manager with K12 or similar projects.
  • Demonstrated experience working with school district project design, planning and construction that require on time and on budget deliverables.

The District seeks consulting services from Geotechnical Engineering firms licensed to practice in the
State of Washington, and Materials Testing/Special Inspections firms for the following three capital
bond-funded projects on the Columbia High School – Wayne M. Henkle Middle School campus in White
Salmon, WA:
  1. Community and Student Multi-Purpose Facility - New 9,100 SF pre-engineered building.
  2. School/Community Health and Wellness Center – 1,200 square foot new modular/portable building.
  3. Instructional Classroom Portable Buildings - 1,800 square feet of new portable classrooms (two
    portable classrooms).
Interested firms should submit their qualifications addressing the
following:
  1. Firm background and qualifications.
  2. Experience with K-12 school or similar public institutional projects.
  3. Three public client references with names and phone numbers of contacts.
  4. Resumes of key individuals who will be providing service to the District.
  5. Availability of the geotechnical engineering firm to commence work on site in August 2019 or, if not August, when the site testing could commence.
